Mix orange sauce ingredients. Then season chicken with salt and corn starch, and cook in batches, browning each side for 2-3 minutes.
Stir-fry the minced garlic and ginger, add the orange zest, and return the chicken to the pan. Add orange sauce mixture and stir until thickened.
Divide between 4 plates and garnish with the scallion and sesame seeds.
